Chloe Cina is a barrister and leading expert in EU and UK sanctions and export control measures, with nearly two decades of experience in national security law. She has held key roles in government, at global financial institutions, and as a partner at a US law firm.
Chloe's strong relationships with key UK government departments involved in sanctions policy, regulation, and enforcement set her apart. She also commands significant respect across the EU. Before Brexit, she served as a legal advisor to the UK government. She led the UK’s Iran nuclear legal team and handled Iran-related sanctions litigation in both UK and EU courts at the Foreign and Commonwealth Office.
Her government experience, combined with sanctions compliance work in the financial sector, gives her an exceptional understanding of her clients’ needs and regulatory expectations. She held the position of UK Head of Sanctions for HSBC during the last two years of the bank’s Deferred Prosecution Agreement, and as Global Head of Sanctions Advisory for Deutsche Bank, she led a team of international lawyers during the bank’s Cease and Desist Order and Russia’s invasion of Ukraine. Chloe is valued not only for her legal expertise but also her ability to provide strategic advice that balances regulatory compliance with clients’ interests. Her extensive network and capacity to deliver high-level training further enhance her standing as a trusted advisor. For more than a decade, Chloe has contributed to multiple initiatives involving a wide range of humanitarian issues in high-risk jurisdictions like Syria, Yemen, Iran and North Korea. She is a member of RUSI’s UK Sanctions Implementation and Strategy Taskforce.
Lotte Penney, based in London, GB, is currently a Director, Group Sanctions Specialist at Standard Chartered Bank. Lotte Penney brings experience from previous roles at Barclays and AKKA Aeroconseil UK. I am a Director in the Group Sanctions Specialist Team at Standard Chartered, responsible for leading the monitoring of applicable sanctions laws and regulations, drafting the Group Sanctions Policy and Standards and providing technical advice on business and transactional matters.
She holds an LLB in Law from the University of Bristol, the ICA International Diploma in Anti-Money Laundering with Distinction and speak fluent Spanish.
Emily joined the Morgan Stanley Legal and Compliance Team in London in November 2024 as their EMEA Sanctions Compliance Officer. In March 2025, Emily moved with Morgan Stanley to Singapore, joining the APAC Legal and Compliance Team as the firm's APAC Sanctions Compliance Officer to build out and establish the firm’s sanctions compliance programme in Morgan Stanley's Asia-Pacific region. Prior to this, Emily worked at Standard Chartered Bank for eight years as a Director, Group Sanctions Specialist and has held various sanctions roles at other major financial institutions, including global banks under U.S. Deferred Prosecution Agreements.
With over ten years’ experience in financial crime within the financial services sector, working for top-tier international banks, Emily’s particular focus area is interpreting multi-jurisdictional regulations and legislation to formulate sanctions policies, and providing advice with subject matter expertise.
Prior to moving to Singapore this year, Emily acted as the Deputy Chair of the U.K. Finance Sanctions Panel for 2024, helping to shape the monthly agenda on behalf of over 300 financial institutions to drive regulatory change and lead on discussions with the U.K. government. Emily is passionate about women’s rights in both her home and work life and is currently appointed as a U.N. Women U.K. delegate to the United Nations Commission on the Status of Women (CSW68 and 69). Emily holds her LLB in Law from Queen Mary, University of London.
